What are the main points?
- The report sets out the gaps in infant feeding policies and programmes and recommendations. There were mixed results since its 2016 report which had found significant gaps across almost all areas, especially in England.
- There was progress in some areas such as the formation of the high-level four nation government group, and some improvements in infant feeding practices in Northern Ireland, Scotland and Wales, but with gaps in data collection.
- England lags behind, despite ‘welcome’ investment in Family Hubs. Scotland has led the way with commitment to breastfeeding, and investment in training and skilled support. Sustained funding to maintain and improve protection and support is needed in all countries.
- Urgent action is necessary to protect and support breastfeeding as a public health priority, with a call on governments to take the lead for system-wide change.

Angela McConville, chief executive of NCT, said: ‘Parents need unbiased, evidence-based information and support to enable them to feed their babies in the way they decide. But England is falling behind the devolved nations in providing essential support for breastfeeding. While midwives and health visitors in Baby Friendly accredited services receive breastfeeding education, many doctors, nurses, and pharmacists lack even the basic understanding needed to support it.’
