Pay deal year two: the breakdown

April saw the start of year two of the three-year pay deal that was agreed by Unite-CPHVA members and other Staff Side unions in a ballot last year. Unite members and NHS employees in England should be aware of the following.

For staff at the top of their pay band on 31 March 2019

  • Staff employed in Bands 2 to 8c will receive a consolidated pay rise of 1.7%, effective from 1 April 2019. 
  • These staff will also receive a one-off non-consolidated lump sum of 1.1%, which should have been paid in April.
  • Bands 8d and 9 will receive a consolidated pay rise effective from 1 April of 1.7%, plus a one-off non-consolidated lump sum, but this will be capped at the same amount given to top-of-scale employees at Band 8c.

For staff below the top of their pay band on 31 March 2019

  • Some staff will see their pay point (formerly incremental point) disappear as part of the restructuring of the pay bands. This will mean staff who received a combined consolidated pay rise and a new transitional pay point will receive their incremental rise early.
  • Staff can check out their individual pay journey on the NHS Employers’ pay tool 
  • Or staff can contact their employer – you will need to know your pay or spine point as of 31 March 2018.

Lump sum payment

  • The payment will be made in April and will be worth 1.1% of a staff member’s salary for those in post on 31 March 2019.
  • This should have appeared on the pay slip as ‘Non Consol Pay NP’. NP stands for ‘non-pensionable’.
  • The payment will be made to all staff in Band 1. This will be worth 1.1% of basic pay on 1 April 2019 and will be paid regardless of whether staff remain in Band 1 or move to Band 2 on 1 April 2019.
  • Staff who have moved from Band 1 to Band 2 prior to 1 April 2019 and are unconnected to the process of closing Band 1, for example through changing job or promotion, will not receive the payment.

Safe staffing

The 2018 Unite member questionnaire showed that 80% of health visitor respondents and 75% of school nurse respondents raised concerns regarding safe staffing levels in their workplaces over the previous 12 months.

We have begun contacting survey respondents who raised concerns. The picture of safe staffing looks very different across the UK.
